I have been battling hair algae ffor some time. While manual removing it i found some that was stuck to the rock but it was corse and very hard to pulk off. Was almost likr a patch of grass. Any ideas what it is?

Sounds like green turf algae and its pain in the ass. It's not palatable to most of the typical clean up crew (emerald crabs and urchins might get a taste for it).

If you can isolate the rock, take it out and treat it thats best. Or try and starve it of phosphates and nitrates .

I have been running a bioreactor since November with no visiable changes. Any other suggestions to lower phosate and nitrate

Forget about phosphate control this stuff grows even in zeovit tanks. Get yourself some Mexican turbo snails and a tang if you have room and be done with it
