Identification Please

Hi all, hope everyone is good, can someone I’d this for me, I bought this 3 headed frag of Neon green CC about two weeks ago and it’s not puffing up like it was and I noticed at least 3 of these things on it, I’m hoping that they are new heads that may be growing but I don’t know, what do you think?
