Inexpensive Pico Aquarium

I realize this is freshwater, but surely it could be used for saltwater, just turn the back part into a skimmer, or maybe run biopellets?

Hmm I dunno about a tang they won't like swimming in a circle. 
I'd suggest a couple puffers and a lion fish.
