Plz ID this encrusting coral

My neighbour bought this just wondering what it is.

Here is a closer pic. Sorry all I have is my iphone so not the greatest of pics. I will go to his house and try to get better pics. It almost reminds me of the texture of velvet. The colour is almost metallic it looks way better in person. But again here in windsor this is what we get to deal with. Shops that can't give you the identification of what kind of coral they are selling. He has a plating chalice he was telling everyone was a monti cap yet you can clearly see the mouths and all the coral nearby bleaching from the long attacking sweeper tenticles.
