Elos would be my guess. They are the only company that I can think of that uses wingnuts to fasten the sections together. Could be an older version or something.
Elos Natural Skimmers:
I just can't imagine that they would have no branding on their stuff though, if it is 100% unmarked, my next best guess would be that it is an eBay chinese clone of an Elos or something.

ya the gentleman i bought it off of claimed he spent 800$ on it...
