And of course it fell behind all the rock work, I'll have to rip out 100 pounds of rock to remove it... or can I just let it stay at the bottom or the tank? And rust?

The ocean can deal with rusting materials (sort of) but in our enclosed aquariums, the corrosion can create bigger issues.
Salt water is a very good conductor (lots of dissociated ions) and so there are a number of electrolysis reactions that tremendously accelerate corrosion
I like Steve's removal idea :D

If it's behind or in rocks maybe a power head could be directed at it. I have a maxi jet and you can put tubing on it and direct the flow into the Rock work to try dislodging the razor or moving it to a better location.

If you have an acrylic rod or long thin stick you could try butting glue on it and reaching in and sticking the razor to it when in range

Dollar store has extending magnet wands. Wash it off good (oils etc) and then go fishing for the blade. When you have it, toss the wand, its cheap and will rust fast!
