You DEFINITELY need to put a valve on there. It needs to be between the stand pipe and the sump. A 1 1/2" pipe can easily move 2000gph alone. There should be no hole in the end cap so a full siphon can occur. Once it gets going, you will see how fast the water gets pulled out of the tank. Slowly dial int he valve until the water is just trickling into the 2nd pipe. The 2nd pipe should have a tube adaptor in the end cap with a small piece of tube that is bent over and just reaches the top of the up turned 90. This way, if the 1st line jams for whatever reason, the water level rises, which then submerges the piece of tube and stops the air going into the 2nd stand pipe. This would then create a full siphon in the 2nd standpipe.
