Your still getting stray voltage when everything is unplugged because you 'charged up' the tank. The water holds the potential because it has no where to go, if you threw a grounding probe in there and took it back out while everything is off it would probably be a lot closer to 0.
Generally everything in the tank might add a little voltage, all our equipment has electromagnetic fields (especially motors) and even the movement of water can create a charge. If it's a few volts I would assume your good.
As for grounding probes, their meant to protect you (only if used with a GFCI) but could create a current that may or may not be harmful to fish. Electrical currents do exist in oceans so who's to say it's not wifi that causes HLLE
