quick question, while my tank is cyclin should i be doing regular water changes or do i wait untill my tank is cycled?

ya I would just do top ups as needed until you add fish.

if your cycling with live rock and or live sand you should do regular water changes(every few days at first) to limit the amount of die off and shorten the cycling process, check your ammonia level, try to keep it below 2ppm while cycling, add stresszyme or some other biological booster to get the good bacteria going so as to keep the bad bacteria(cyanobacteria) in check.
be patient, cycling is a long haul.
