Diatom outbreak after phytoplankton dose

I get a brown algae outbreak everytime I add some phytoplankton to my tank.
Phytoplankton is from Canada Copepods and I did the recommended dose once and got the outbreak. I thought maybe my tank was going through a cycle so I waited several months before trying it again and got a brown algae outbreak again.

Anyone else experience this?
My phosphate is a bit on the higher end and low nitrates but the other parameters are ok.
Ammonia 0
Nitrite 0
Nitrate 0.2 ppm (refugium might be too efficient)
Phosphate 0.14 ppm
Ca 420
Alk 8
Mg 1280

Recommended dose is exactly that, recommended. If you notice negative effects to your tank, then lower the dose but half or so. Some tanks can not process the phytoplankton which then becomes a super food for algae. Why are you dosing it?

I was adding them for the copepods as they had recommended it. Not dosing by a pump or anything
