they are called pyrgomatid barnacles

little fans = filter feeders = extra detritus removal from the water column = a welcome addition to the tank biodiversity

I have those too, they have never bothered anything that I know of. They have been mostly in my sump though.

That's not why they are not opening they live symbiotic with the coral

I think it has more to do with how it's placed - try proping it up a little so that its not touching the sand- also could be due to flow.
Trust me the barnecals are not causing the heads to close they have been there almost as long as the coral has been alive

goodluck trying to remove it the natural adhesive they produce is 5x stronger than super glue.... and where that head is it appears as the others may be choking it out of light and flow.... will probably die off and form 2 new heads sticking out farther
