Wondering what this is all over my rocks

Brownish green...def not bubbly...I'd call it more fuzzy than hairy lol

Got a bunch of Turbos Nassarius Cerith Trochus...had a sea hare but haven't seen him in a while! Phosphates are below .002

I'D check on that sea hare if it's dead .. there enough dead flesh there to seriously harm your tank. If that just started growing could be the cause of a dead sea hare

Most people don't realize there isn't enough nutrients in the algae in your tank... they need to have a supplement food source. They will slowly starve and die... I'd find him and get him outta there asap if it's dead

Put the sea hare in to take care of the algae problem...it's a 220g setup with a 60g frag and 75g sump....so I'm sure 1 deceased sea hare isn't the problem.

My rocks get a similar fuzz to them too sometimes. My urchin eliminates the stuff and makes the rocks like brand new. The fuzz came and went before the urchin and often in areas of high flow, actually right in front of the power head stream.

Didn't answer your question but don't think it's much to worry about..

Take a plastic brush and scrub it off daily for the next week. It will start to go away. Just try and remove as much of the algae from the water column. If you act like a herbivore and constantly damage the algae it will have to switch from growth to repair mode and will start to decline. You just need to heavily damage it constantly.

I am not a fan of sea hares unless you are very experienced in this hobby and even then i don't feel like they should be kept ans sooner or later they waste away. They need restricted special dietary needs and should only be kept by those who are willing to go the extra mile. Keep in mind they can release a purple die if disturbed or die that can lower the O2 levels in your tank and kill your inhabitants. If you are not around to do a water change.
