Ball Valve Location On Return Line?

Does it matter where I place the ball valve on my return line?

Should I place it:

a. under the tank, inside the cabinet, closer to the pump

b. Outside the cabinet where it's easy to access closer to the bulkhead

c. Other

d. It doesn't matter

Are you installing a check valve also? If so then the valve goes above the check valve. Otherwise I agree. put it where you can get at it. A check valve would prevent any back siphoning from the tank.
My other question is Why do you want a valve on the return line? You don't want to turn the valve off if the pump is running do you?

So the pump is over sized? What about turning the return line into a manifold and redirecting the extra back into the sump.

Why bother. Buy the right pump. More plumbing = more chance for problems.
If you oversize your return pump then you can feed a manifold that feeds media reactors, refugiums frag tanks, etc, without the need for more pumps. If you sized perfectly then you'd need more pumps to feed these items, which inherently increases chance of failure. Plumbing should rarely/never be a source of failure. It would consume less energy than multiple pumps as well... And less pumps to maintain. Unless you never plan on running any of these.
