if you don't want to splurge for a Gopro that's understandable, I'd still recommend getting something better than a throw-away... which is usually at least 20 bucks isn't it?
you can find some CHEAP digital waterproof/underwater cameras at some of the surplus stores. A quick check at factory direct turned up 2 different models for less than 50 bucks, one point and shoot style, one gopro style. this will give you a nice screen to review footage, ability to shoot video (video is nice because the fish don't sit still for a picture lol), use over and over, etc.... tons of benefits, not much more cash. (as long as you already have SD cards)
I had found a Fuji xp-10 at factory direct years ago that I use for kayaking, it was 60 bucks and it's a beater, still chugging along... I don't have to be careful with it like I do with my Gopro
those "life proof" cameras are great but who wants to "abuse" a $350-500 camera lol
