Did you rinse that "clean" sand before putting it in your tank? If its from another tank and not rinsed, that could be the start to a very big problem.

Take the old sand out and water. Test run the plumbing and returns with freshwater. if alls good, add new sand, fill up with saltwater and run. Add whatever rock and turn on the skimmer and run gfo. Don't add anything, run for 4-5 weeks and test.
Having your skimmer in that tank half filled water and quarter sand, not going to last, will kill that pump. In that picture that water looks pretty green, I don't know if you even want to start a tank with that, my guess its because of the old sand, but the levels in that water must be through the roof.
