A few common things can cause this.

When corals do that sometimes it is a defense mechanism as something in its environment is stressing the coral out. When the base is receding like that it can be doing that as a form of asexual reproduction in order to allow at least some of the coral to survive. In time the coral will release enzymes that start a skeletal breakdown and let sections of coral come loose. It is a form of polyp ball out where little sections of coral are free to move to other more suitable locations. Water parameters out of range like alkalinity, calcium, PH etc, Lack of or to much light, Lack of food, to much or to little flow, to little or to high nutrients or green boring algae that lives in the skeleton are all common causes. Rare occurrences are bacterial or virus related.

The coral could have something eating the base of the coral as it moves about within the protection of the coral tissue. Most likely culprits are a polychaete worm or a small crustacean. If it was a fish it would be the easy reach polyp sections not the base.

What are the parameters that coral are in? Light, flow etc.

As a fix I would move it to a better location. Spot feeding till the tissue starts to grow back is probably a good thing. I would recommend taking a 2 L pop bottle and cutting 6 or more inches down and take the cap off and place the cut top section over the coral. Then use a turkey baster to put a small amount of food into it like brine shrimp or mysis shrimp. The mysis will probably illicit a better feeding response. You could also try a small amount of reef roids. The bottle helps direct food and stop food thieves from stealing it from the coral.

On a side note , your top left red circle , I’m just assuming that’s there for this reason,
That’s just the feeding tentacles that come out to grab food
