tank perameters!

hey eveyone I have a 24g nano cube it is used  , 30 pounds of live rock very mature, 10 pounds of live sand, a halloween hermit crab, 2-3 snails, and have had it all for about 3 weeks. Ive had Green hair alge, Diatoms, green alge, red alge, and black alge.
My parameters are, 
Amonia is 0 ppm
Nitrite is 0 ppm
Nitrate is 0ppm
Im new as you know, Are these peramters good them all at 0?
Oh and yes, I have a percula clown fish hes at a friends. They were baby sitting him for a wekk and a Half while I was on vacation. Becuase Ive checked all the perameters do you guys think it would be okay to but him back in there?

Maybe put your clown fish back in and check the numbers after a few days and see if your nitrate level increases.

At this moment, you should be showing some nitrates if your tank is cycled, but maybe the level is too low for your test kit to detect.

Also, maybe check it again and see if you get the same reading? A LFS would probably be happy to confirm your parameters as well.

algae, cyano, diatoms, etc. all uptake nitrates and phosphates, that could be why your readings are 0, as your tank matures, even if your rock iis mature, and is cycling you will experience blooms, the benificial bacteria is multiplying and your system is finding its balance, i would add a benificial bacteria booster such as stresszyme to aid in cycling. once your tank has cycled and finds its balance, the blooms will cease, it takes time, and it's important not to change things too quickly as it upsets the balance, small systems are prone to change quickly, one fish is a big change in a small system.
