was lookin at my bc29 thats cycling and saw this and was wondering what it is... Clear lookin, my tank is cyclin and only has live sand and dry life rock...can this be those flat worms?

There's no point in using live sand and dead rock. The dead rock is so you dont get pests. Same as sand.
