Little bit of an update. Took out all eggcrate. Replaced with acrylic frag racking and also now have a 6 bulb ati above tank.
Thinking about extending my return piping to go to the very bottom of tank to keep bottom clean...as I no longer can fit a powerhead under racking. Any suggestions?

I think I'd go with a sand bed and a CUC, I've never been a fan of berlin style systems though. 

If you can get a small powerhead with a round outlet and some tubing, you could redirect the flow under the racks and keep it clean that way.  I got a tiny one in a bucket of salt years ago and I still use it to move water from my makeup-water tub to the display tank.
