Probably best to keep this as a Heatloss/retention thread, not political/hydro rates complaint.
I agree with @thehvacman. Get a temp check in that basement. Temps that low will be extremely difficult to keep raised. Insulating, wrapping and adding a hood will definitely help. Those LEDs heat will be kept in the hood helping as well. Even a few degrees difference really affects the water evap rate. I run my tank at 78 and I go through about 15 gallons a week. If I go up to 80, I almost double my evap.
