I wanted to add a mandarin dragonet to my 90g a few years ago but wanted to make sure I had enough pod supply for him as I knew my six line would also be eating them. As I don't have any type of refugium to produce them in and after reading options online I decided to try to build a pod "condo" in the tank. In the picture below you will see a plastic breeder box that I filled with chaeto, sand and live rock rubble and put the lid on it and put some small rocks on top of the lid to keep it from possibly floating off. This is hidden at the back side of my tank where it is out of sight. I seeded the tank with one bottle of pods and now they have a safe place to reproduce where fish can't get in but they can swim out into the main tank. I've never had to add any more pods and my dragonfish has been healthy for just over 2 years. The cool thing is you can see all of the different pods moving around in their condo. I haven't touched if for over a year.
Just another possible option to consider, you could do something similar building a "condo" on a smaller scale for your 29g.....
