Is the 15gal or the 36" tank drilled?
If not you're going to have to either drill one of them or use an external overflow box. You can have two separate sumps like what you're describing. But a overflow is what you'll need to one of them can "spill" into the other one with the return pump in it.
Or stick with the 36" tank and just make due. Design it correctly and factor in all your equipment you're planning on having in there and maximize the space. It can be done. Just like everything else in this hobby. Bigger is usually better.
